Since its technically illegal for the CIA and most intelligence agencies to run operations or spy on their own citizens, most of them scratch each others' backs by spying on friendly countries and furnishing the information to their relevant counterparts. Its so streamlined they dont even have to ask pretty much, just a push of a button.

Also they run large networks of underground helpers stateside which are often unpaid, like may have been conscripted near the end of their military service to capitalize on their patriotism. The jobs they have involving it are regular jobs with no extra kickbacks, but they're always guaranteed a job if one position fails or a place gets closed down, they'll only be on unemployment for about 6 months maybe.
Its kinda sorta like how in WW2 average radio towers might be broadcasting communique across the country to help the military effort.
Imagine that a cable repairman's office is actually a front that passes messages and forms a link in the pipeline clandestinely. If someone is going to perform an assassination, they might call these guys to go to a storage unit and move an asset (throwaway gun, etc) and put it some place so the assassin can get it. They might set up hidden surveillance some place to catch footage of something, etc

same goes for above top secret supposedly, or at least is rumored to be CIA/Intellegence as well. forgot about which one it was but during some hack it turned out that either of those or 4chan was run from some military base in the middle of nowhere. at least thats what i heard. have sadly no sources. but maybe someone else has
I believe the terms are that bit about always having a job in the pipeline, sorta like the job you have is actually a normal job but there's this little *asterisk attached to it about doing things on the side that makes the job a CIA or NSA front.

Sure as fire he's had this same pattern of employment. Worked at an electronics repair place for two decades. Worked at some place like it before that. Then got a job as a "tech support" guy with a secure phone line at home in the downstairs. Then got a job at some local ISP company. And pretty much got all these things with little job hunting required and predictable unemployment benefits that usually lasted just long enough.
