Army doc details use of lethal force on unarmed crowds

A US Army document on civil disobedience reveals possible scenarios in which the military may use lethal force against unarmed crowds to quell unrest. One method mentioned is shooting live rounds into a crowd to deter further violence. Although federal law prohibits use of such tactics except in the most dire of situations and the manual is meant only for upper level officials, the detailed plans raise concerns among many who question use of military techniques domestically.
